Version 4.0.1 (July 8, 2021)

There were no major changes to the file specification in this version release. The documentation was updated to include a governance policy that outlines how requested changes and reported bugs will be addressed. We have also described a plan for maintaining an editorial board that will be responsible for reviewing these requests and bugs.
